To create a VPN profile on Windows Phone 8.1
1. In the App list, tap Settings 
> VPN.
2. Set Status to On 
, then tap Add 
.
3. In the Server name or IP address box, type the server name of the VPN server you would like to connect to. Our server list can be found HERE
4. Tap Type, then choose the L2TP with IPSec
6. If Connect using appears, tap the box and choose user+password+preshared key
7. Scroll down and enter in your VPN username (not your email), password and preshared key = celol2tp
8. Enabled the option Send all traffic
9. In the Profile name box, type a unique name for your connection profile
10. Tap on the Options button, and make sure "Allow VPN over celluar Data" is Enabled/Ticked
